What is governmental aggregation of electricity?
Governmental aggregation of electricity is where a municipality or township contracts with a supplier such as Capital.Energy to provide electricity supply to residents that wish to participate in the program. An aggregator must be certified by the PUCO. Ohio’s laws allow for communities – such as townships, cities, villages and counties to form aggregated buying groups to purchase electric generation on behalf of their residents. When all of the residents are compiled together the aggregation then has group buying power and normally they can negotiate a better price with the supplier than each individual resident could have received on their own. The governmental aggregator chooses the supplier for all of the residents/members.
What if I have Budget Billing with my utility?
If you are part of a governmental aggregation program, you will stay on budget billing for the utility portion of your bill. If you would like to have budget billing for the Capital.Energy (generation) portion of your bill, please contact us and we will gladly set this up for you.
Am I eligible?
If you received a letter from us, you are eligible for the governmental aggregation program. Some area residents may not have received a letter for the Aggregation Program. If this is the case, it is usually one of two situations:
- If you are located within the Township, Municipalities or boundaries, and you are NOT with a supplier, you should have received an Opt out letter explaining the program. If you do not send the letter back to Opt out of the program, or contact CEO, you will be enrolled in the program automatically and have to do nothing further.
If you did not receive a letter from us, one of these situations might apply to you:
- If you are currently with a supplier, you are eligible to Opt in to the program, but we strongly encourage you to contact your current supplier and ensure that you have no cancellation fees, and if you do have a fee to change suppliers, find out when your agreement expires and we can enroll you at that time.
- If you are located outside the governmental aggregation boundaries.
How do I receive this pricing?
You do not need to do anything to receive the pricing offered under this program. You may choose to remain part of the aggregation program and begin receiving the negotiated rates simply by not filling out the “Opt Out” form that is sent to you in the mail. If you would like to stay in your community’s program, do NOT send in the “Opt Out” form.
What happens at the end of the program?
As the program draws to a close, the municipality, counties or township can choose to seek bids from electric supply providers in order to negotiate a new contract on behalf of eligible households. Eligible customers have the option to contact any competitive supplier on their own to take advantage of the available offers. If I join the townships electric aggregation program, who will deliver my power, read my meter and respond to emergencies, such as power outages?
Your local utility will still be responsible for the delivery of power to your home or business. They will continue to read your meter and you will continue to contact your local utility for any power outages or service related questions.
If I opt out initially, can I choose to join the program at a later date?

How is the Program/government able to choose a certified electric service provider on my behalf?
Your Township’s, County’s or Municipality’s residents in your local area voted to allow your local government to form the aggregation and to arrange for the electricity to be supplied to the participating customers.
